A public enterprise is a public legal entity, which does not aim at receiving profit and has the goal to carry out educational, training, scientific, cultural, health care, environmental protection, and other public activities that are meeting public interest. The profit of the public enterprise can only be used in order to meet public interests.

Such a possibility only exists when the public enterprise is being liquidated.
The public enterprise acquires civil rights, assumes civil duties, and implements them through its governing bodies. The mandatory governing bodies are the general meeting of the stakeholders and the head of the public enterprise. An employment contract is concluded with the head of the public enterprise. Each stakeholder has one vote at the meeting of the stakeholders, irrespective of the size of his contributions.
The public enterprise may receive funding which is to be used only for the purpose specified by the support giver (if such an objective is indicated).
The public enterprise may be restructured into the charity and support fund (when the state or municipalities are not its stakeholders or owners) or into the budgetary institution (when the state or municipalities are the owners of the public enterprise). The reports of the public enterprise are a public document accessible to all persons, regardless of whether or not they are the stakeholders of the enterprise.
